PR residency obligation -need clarification

CIC and CBSA tends to be more lenient with minor PRs who were taken away from Canada and did not meet their residency obligation. A PR (even one who has violated the residency obligation) has the right to enter Canada by showing their landing papers at the border. They will be reported for violation of Residence Obligation and given a hearing (at a later date) to assess whether they can remain in Canada.
If you are only 14 right now, you would likely need to wait until you are an adult to enter Canada. If (somehow) you came here as a minor with no parent or no guardian, you would not just be allowed to live on your own. You would need to live with a relative or in foster care.

The issue I see with this is as Eileen explained, the "Kid" is only 14 and not allowed to live alone as he is not old enough to provide anything for himself. If his parents are in Canada, then he can cite in his PRTD that he wishes to join his parents in Canada, however this might prove to be a bit difficult to obtain the PRTD as CIC would want to know who removed him from Canada if not his parents?
CIC is usually very agreeable to giving minors a PRTD to return back to Canada when they were removed as a minor. The only thing I would advise the 'kid' to do would be to try.
