CIC and CBSA tends to be more lenient with minor PRs who were taken away from Canada and did not meet their residency obligation. A PR (even one who has violated the residency obligation) has the right to enter Canada by showing their landing papers at the border. They will be reported for violation of Residence Obligation and given a hearing (at a later date) to assess whether they can remain in Canada.
If you are only 14 right now, you would likely need to wait until you are an adult to enter Canada. If (somehow) you came here as a minor with no parent or no guardian, you would not just be allowed to live on your own. You would need to live with a relative or in foster care.
