For the Primary Identity document, when applying for a PR card, if I do not have a passport, travel document or certificate of identity, will my birth certificate be considered an identity document?

how did you get PR without one of those documents to begin with? I checked the documents requirement and I don't think your birth certificate qualifies under a primary or a secondary identity document.
