PR Renewal without 790days?

I am Indian citizen and my canada PR expires in Mar 2018. I landed when I originally received my PR card, but have been living in the US since. So for all practical purposes I have not lived in Canada except for 2 weeks during my landing. However, now we are considering moving to Vancouver for a few years. When I review the PR Renwal forms and renewal help pages on the Canada CIC website, I do not see the 730 days requirement stated outright - or may be I am not looking at right place.

Is there any basis I can make a case for renewal given where I am with my PR? Appreciate thoughts on this situation

If you haven’t met the RO, there is always the risk of them reporting you on entry for failing to meet RO. This can be appealed, but based on your post the chances of a successful appeal are extremely slim. If you do manage to enter without being reported, do not renew your PR card until you meet the RO, plus a decent buffer.

Agree with Buletruck if you manage to successfully enter the country without getting reported you should not try renewing your PR card until as a minimum you have accumulated 730 days to reset your residency obligation given any interaction with the authorities will highlight your RO failure.

What this means is that once you have made it back in, not guaranteed even though as a PR you are still entitled to enter, you should not leave the country at all during this period.

Also note that PR cards expire , PR status can only be revoked or renounced.

Having only spent 2 weeks in the country since 2013 I would maybe have a plan B just in case.

Check again. It's very clearly stated in the PR renewal instruction guide.
