PR renewal requirement affected by COVID-19

Hello,
Permanent residents who initially planned to come back to Canada now and can't come due to COVID-19 travel restrictions and lockdowns. If they come back at a later time, they won't be able to stay 730 days until their PR card expires in 2022.
Will IRCC accept PR renewal application who couldn't meet the 730 days stay in Canada requirement due to COVID-19?
Will there be any issue when they want to renew their PR status?

Given the fact that PRs are still allowed to travel to Canada, the residency requirement is a ridiculously lenient 2 out of 5 years and you've already had years to be able to meet the RO, don't expect any exceptions.
