The primary job duties of a post doc fellow are rarely uni prof and lecturer. Would assume it would be research. Did you even teach your own class? Some post docs teach but many are TAs.

Did you teach a course at uni? Was that a large portion of your job duties? There is a good chance you fall under research not this NOC.
 
Not guaranteed. Many would primarily be research jobs so a different NOC.
But this NOC was writteh by human resource and in offer letter. They told me they can t change it.

I understand that but is possible to change your NOC code , because in job letter is 41200
Your current job letter doesn't match the NOC but the university must reissue new letter. This may not help your PR refusal as you used the wrong NOC in the first place. Also the median wage for the NOC in Waterloo region is $64 and low wage is $28. You aren't even meeting the low wage for the NOC so lucky that wasn't included in the refusal too.
