PR Paper Works in Edmonton?

Hello Friends,

Hope you all are doing good.

My friend and family is coming to Canada as a PR by July. His flight is from Delhi to Amsterdam and Amsterdam to Edmonton. My question is, can he do the PR paper works and become a PR officially from Edmonton? In my case we have done all the paper works in Toronto.

They can landing at any port of entry such as international airport or US border. They will be fine.
