For someone who has acquired PR based on skilled worker category, is it compulsory for the resident to have a regular job (instead of maybe living off on inheritance etc.)?

If having a job is not compulsory then should the resident must still file a tax return (as a PR obligation)?

The rules for maintaining PR are the same for everyone. You must live in Canada for 2 out of every 5 rolling years.

No - a job is not compulsory. Yes - everyone should file a tax return (although filing a tax return is not a condition of maintaining PR).
