PR is possible if IELTS score overall 6 band?

I got overall 6 band in ielts but in speaking 7, writing 6 , reading 5 and listen 5. I am eligible to get PR visa through Quebec and is there any job opportunity for me as I am having 6 years 6 months experience in Account Receivable & Credit Control department.
Please Help

Quebec yes - if other points add up too,
also look at nova Scotia pnp as well
