PR in process for 9 months, can TRV be processed ?

Hello!

My wife is working on an open work permit (will expiry in Mar-21) and we have applied for the PR application together on 31-Dec-2019

There is no update on the PR application, so I am planning to apply for a Tourist visa; just wanted to check anyone in India who is in a similar situation and applied for Tourist Visa? Are they processing TRVs? If yes, post-approval what is the process as vfs centers are closed in India?

You can try but you are not a temporary visitor you are wanting to move to Canada so you may be denied.
