I need some help/guidance on my situation and sincerely hope folks here can help with their experience and advice.

Situation:
  1. We (Myself+spouse+child) received our Canadian PR and did a soft landing in March 2022. We returned shortly afterward and have not been living in Canada since. We did not submit a goods to follow list.
  2. Post soft landing, we welcomed a new member to our family outside Canada– our second child is not a PR.
  3. We all are planning to move to Canada permanently in a few months given work will move. Our relocation, will be all on our own.
  4. Our PR cards expire in May 2027 ( for myself + spouse+ first child)

I have a few questions and would really appreciate your inputs:

1. Can I apply for a tourist visa (TRV) for my second child who is not a PR so that my child can accompany us when we move?

2. Will I be able to sponsor my child's PR once I am there and the child continues to be on tourist visa ? or do I have to start the sponsorship process from outside? Will there be any issues with sponsoring given residency obligation is not being met unto next renewal for the sponsor ?

Being on tourist visa would mean that my child will not get healthcare and I will need to buy a separate insurance.I am ready to do that.

3. Residency obligation question:
Since I haven’t lived in Canada since my soft landing and , I’m aware of the 730+ day RO requirement within a 5-year period. If we move in Aug/Sep beginning and stay continuously until we meet the requirement, can we apply for PR renewal after completing those days, or will I face any issues due to the gap between the landing and actual residency? It is understood that post PR cards expire , we will not be able to move out of Canada until renewal of our PR and have to be there.

4. If travel has to happen with an expired PR card? Will we be able to apply for a PRTD to get back ? (This is a speculative but I just want to know)

5. No Goods to follow list submitted during soft landing- We did not really prepare a goods to follow list at the time of landing. Now we have quite a lot of stuff that we will ship but unsure how to handle that at customs - this will also include valuables that we would carry with us. Is there a approach for this ?

6. Tax residency - Am i right in saying that Canadian tax residency will only be computed from the date of arrival in Canada when we come there and not from the beginning of year? This would mean any income before coming to Canada will not be accounted for in Canadian tax. ( This is a pertinent question given we will spend less than 180 days in Canada this year)

Is there anything else that we need to think about ?

VERY IMPORTANT: from the day you became a PR, how many days outside Canada? (In other words, compliant with residency obligation or not?)

Answers to subsequent questions will be partly dependent on this.

Yes. Not clear whether they will grant it. Does the child hold a US passport?

You can only start it from within Canada.

Yes, there could be problems with residency obligation not being met. There is a decent chance it will go smoothly; there is a chance - probably small but cannot say - that it will take longer / possibly cause problems with PR status for the sponsor.

It's not clear from above whether you are out of compliance, but probably.

If you remain in Canada until you are in compliance with the RO, there will be no problem renewing.

Not sure I understand. Do you mean after 2027 / until new card? If so: yes, you'd need a PRTD, but better to wait.

Not a problem. Customs doesn't care about this stuff. They just want to know you're 'settling.'

Even if you were to spend more than 180 days, it would still be calculated on basis of income from date of arrival.
