Hi Bobby B,
I read your post and it is helpful indeed.
Seems that you are 2007 applicant as well? My acquiantance told me that some of her friends applied also in 2007, and got the letter of finalization last 2009.
How about you? When did you sent your application? Any updates?
I sent mine last Oct 4, 2007 and received the file No. last Nov. 22, 2007 and 3 years had passed and haven't heard any update about it.
I've sent an email to London-cic, and got a reply from them. They said that if I want to expedite my application, I can go on PNP (Provincial Nominee Program)..
Below is the exact reply that I've got from CIC-London:
Dear Madam,
Thank you for your enquiry.
Applications submitted under the simplified skilled worker category, before 27 February 2008 and before the new regulations were introduced, must be assessed in strict chronological order based on when they were received. Under the immigration regulations in force at that time, a skilled worker application cannot be prioritised based on education, work experience or country of residence.
There are however other immigration categories that are subject to priority processing which can be applied for.
If you have been offered a job in Canada, or you have been issued a work permit, your application may be eligible for expedited processing. An arranged employment offer could earn you an additional 10 points for permanent residence as a skilled worker. If you have obtained an arranged employment offer (AEO) from a Canadian employer or you have been issued a work permit, you may send us a copy with a covering letterwhich will be reviewed by an immigration officer to determine if your file may be expedited based on your employment offer in Canada. If your file is not approved for priority processing, you will not be notified and your application will be returned to its original place in the processing queue. If your file is approved for priority processing you will receive further instructions and your application for permanent residence may be processed within 6-8 months.
You may also wish to consider the Provincial Nominee Program. In this program provinces are given more influence in the selection of applicants based on the labour market of that particular area. You must first apply for a certificate of nomination directly from one of the provinces. Once you have obtained a provincial nomination, your application may be processed in approximately 6 months. Should you wish to pursue this option, you must submit a new application for permanent residence with your provincial nomination certificate. If you already have an application in process this can be withdrawn and the processing fees refunded if your application is still in the processing queue. Please see the following link for further information on the Provincial Nominee
