Im a us citizen who has canadian pr. I sponsored my wife who was from egypt so she is also holding canadian pr. We are in the process of divorce.
Am i obligated to financially support her under canadian pr support rules while and when she is outside of canada?

My understanding is that you are not in default if there is no claim for "social assistance" within Canada. Anything else is between the two of you and doesn't involve CIC. If she is somehow claiming "social assistance" from Canada while she is out of the country, you are still liable.
 
You are only responsible for her if she claims social assistance or disability in Canada within 3 years after landing as a PR. If that were to happen, you would get a bill eventually to pay back what she receives.
