PR - Domestic Applicant?

I applied for Canadian PR under Express Entry. On 2nd Sep, 2017, I received AOR and on 22nd Jan, 2018, I received Passport Request Letter.

Now, I am expecting CoPR in next 2-3 weeks. Simultaneously, I am also planning to apply for few MBA programs. I wanted to know that if I get CoPR, will I be officially called a Permanent Resident? Can I apply to these MBA programs under PR category and be considered as a domestic applicant?

No. You are not a permanent resident until you complete the landing procedure.
