PR CARD OBLIGATION. WHAT TO DO ?

Hi ,

My UNLCE Pr will be expired in ,jULY 2013. He didnt meet his time period of 2 years because of the family issues.He has some stuff to take care of in back home.

I was wondering how should we proceed for his application?
he would like to retain his PR but there is no fix date when will he be able to come back. Please guide.
should we apply for H&C?
or should he get PRTD When he wants to come back?

or his wife(PR) should send him as spouse sponsorship?

When he is ready to come back, he should apply for a PR travel document listing his reasons. If they refuse and revoke his PR, his wife can sponsor him again if she is still PR, meets the residency requirements herself and is living in Canada.
