Is the PR Card sent out to the PO Box in Canada? If it can't be sent to a PO Box, how is it sent? Would the principal applicant have to sign for the mail? Or, can a relative receive the mail and forward it to the PA?

The PR card is sent to the mailing address the principal applicant specified in the Contact Information section, question #1 of the the Applicant's Generic Application Form (IMM 0008).

There is no need to sign for the mail because it's sent by regular mail not registered mail.
