Hello Everyone!!

One of my friend went to India for vacation, she lost her PR card over there in India. Can she come back again here in any way. Can she apply for a card from there? How can she enter Canada again?

Options:

1. Apply for a Permanent Resident Travel Document (PRTD) at the visa post in India. Check the CIC website for the address of visa post. She may have to use a Visa Handling Type service/ agent accredited by the visa post. She has to submit proof of meeting the Residence Obligation (RO) i.e 730 days of physical presence in the 5 year period prior to the PRTD application if she landed more than 5 years ago. If she landed less than 5 years ago then she must be able to get to 730 days by the 5th anniversary of her landing date. The visa post website wil have info on fees, required documentation e.g police report of loss etc.

2. If holding a US visa then fly to the US and enter Canada via a land border crossing using a non commercial carrier i.e. foot, bike, rental vehicle, private vehicle. Can't use greyhound, Via Rail etc. She must present her landing documents e.g. COPR, Form IMM1000 as proof she landed. The border agent will check the database for her records. Again she must meet the RO.

The main challenge is if your friend doesn't meet the RO then she better have a US visa for option 2 since at the land border she may get a break and be admitted without the border agent reporting her RO breach. The visa post won't give you a pass on the RO!

Once in Canada apply for a PR Card from CIC...she will pay another processing fee and another examination of her RO will be carried out.
 
How long is the timeline for the Permanent Resident Travel Document (PRTD)? How soon she can get it if she is applying in India? She have only one year 3 months to meet the residency obligation of two years (730 days)................Please help....

If she didn't meet her residence requirement, then the only option would be to go to US and cross into Canada by land on a private vehicle by showing the landing document.

Could you explain this better as it doesn't really make sense - is it 15 months she needs to get to 730 days?

Check the Canada New Delhi visa post (NDVP) website it will give processing times. She may have to deal with a Visa Handling agent if she is not in a region covered by NDVP. Most visa posts issue a PRTD valid for between 30-60 days. This is a 1 time entry document.

If she does not or will not meet the RO she will get her PRTD application refused. Her only chance to avoid a report would be a land border crossing but that this hasn't been mentioned since it was raised as an option indicates this won't work for her.
