Except International travelling, what functions does PR card have? What PR can do but not the provincial ID card?

primary identification purposes (for example: getting a BC driver license)

If not driving license, then BC Service Card.

But I think if one gets a BC Service Card (or any other provincial card) then he can get access to most things that I need. Do you think so?
