My PR card has expired last year. I could not meet RO (short of ~ 6 months) as I attended a college in U.S.
I applied for Canada graduate school to enroll this August. I expect to know acceptance/reject from the
Canada graduate school in this May. When I entered Toronto airport in March to have an interview in the school, immigration officer recognized my not meeting RO and told me that my entry was recorded and I should resolve PR issue before entering Canada again.
I signed a document about it. ( which means that my case was reported. right?) and then was got in and left Canada after an interview.

I want to enter Canada and enroll the school this August if accepted. My concerned scenario is : Even if I will be allowed to enter and enroll in the school, I should leave Canada soon after enrollement if my appeal is lost, so PR is revoked, in which case,I should leave
Canada.
I am curious to know whether it is worthwhile taking a risk of entering and appealing.

I would like to know whether there is any way to enter Canada and stay to study in the school and then apply for renewal of PR card after living > 2 years straight.

What was the paper you signed? What did it say? Did you get a copy?

When people are reported, it's my understanding that a hearing is held within 30 days. CIC would have contact you by mail. What Canadian address do they have on record for you? If mail is sent to that Canadian address, is there someone there who can open it or forward it to you? If you have been asked to attend a hearing and weren't in Canada to receive the letter and attend the hearing - that will be a problem.

Are you sure you didn't sign a letter agreeing to give up your PR status?

The officer told me that I need to renewed PR card or have a student visa when entering again. He put some information into computer. he did not say that
I need to attend a hearing. He did not ask about my address in Canada as I said that I will return to U.S. shortly after an interview.
the signed document mentions that I was explained about the above and received PR card renewal application form. very simple document. it does not include languages like ' I agree to give up PR status.'

does the above situation means that I was officially reported and so, I will face a issue(appeal within 30 days, if lost, should leave Canada) when rentering Canada again after admission in mid-May ?

what is normal situation in POE when a case like mine is officially reported to CIC.
Should I take a chance of reentering with my school admission. what is worst scenario whcih can happen?

1. POE agent just got you to sign a written version/ statement of your discussion where you agreed that you did not meet the Residence Obligation so that if it ever went to Court you wouldn't change your story. You are lucky he did not follow up with a formal report which he would have given you copies of. Let this be a lesson for you to verify and get a copy of any document you sign.

2. Your only viable option is to enter Canada via land border with the US or if you are a visitor visa exempt national to Canada fly in and take your chances again with the agent at the airport. You may or may not get reported. If you get reported then appeal within 30 days it buys you time in Canada until a formal decision on your weak case. Study abroad is not a good enough reason for your absence as you could have studies in Canada. If you get in without being reported then sit tight for 2 years. However note that there may be various government services that will ask you for a valid PR Card as the only proof of status eg BC DL.
