Pr cancelled and remarrying

Hello everyone... This post is regarding my friend...he got married 2013. dec and got his pr/visa in 2014...but he got divorced..and his visa was cancelled by embassy...he haven't landed canada..now he wants to get married to another Canadin girl it's a love come arrange marriage... Will he b able to come
To Canada or his wife can apply for his visa again? Please help... Because his fiancé don't want to settle in India..this is only option..please reply

He can certainly apply. I think he should expect his file will be reviewed extremely closely by CIC due his past marriage and sponsorship (they will be concerned this is a marriage of convenience). He should expect longer than normal processing times for his applications and should expect that he will have to appear for an interview to prove his marriage is genuine.
