DOES THIS MEAN PR APPLICATIONS ARE ON THE DECLINE WITH EVERY PASSING YEAR?
 
Is it possible that some places are declining, but others just take a long time and some applications (from 2010, 2011 and obviously 2012) are still in process?

For example, if someone applied late 2010 and their visa office takes 1-2 years to process, it would APPEAR that there was a huge decline in the last couple years, but REALLY that would be because many applications are still being processed so no PR has been issued YET...

I mean, based on the stats, it looks like some PRs are decreasing, but I bet for the longer-processing countries, it's not necessarily a decline, but just that they're working on applications for years at a time, so you won't see the numbers for 2010-2012 increase for a couple years (after PR data/approvals) finally happen.

I think you may be right because according to Immigration Canada there has been a steady increase in the the number of immigrants allowed into Canada and they are just now talking about decreasing the numbers.

I thought so at the beginning. But the stats is for "application received". Certainly the latest gap is impacted by parents sponsorship being ceased.
