Hi, Im 27 years old currently working in Singapore for 2.5 years but originally from the Philippines. I want to apply for permanent resident visa in Canada, however, I heard that government released a notice that it is temporarily paused. You have any idea how long it will carry on? If I apply for tourist visa, is there an assurance that I can be accepted for a job? Thanks
 
Canada has stopped accepting FSW (federal skilled worker) applications that don't have a job offer in Canada. They are expected to start accepting applications again in January.

If you come to Canada on a tourist visa, there is absolutely no guarantee you will be able to secure a job.

If you are expert in some field which is not available in Canada to the employers then you can get job, otherwise with a visitor visa you can not get a job as you will have no legal permission to work.
As far as assurance NOBODY can give assurance of job in Canada.
