PR application for children living inside Canada

Hello,

Need clarifications regarding applying PR for my twin daughters who recently joined me in Canada.

Myself, wife and elder kid are with PR status since 2011 September and we move out of canada during early 2012 and came back in 2014. My twin daughtes are born in outside canada late 2014. As mentioned they are in canada currently on Visitor Visa. Now I am planning to apply PR for both of them.

Could you please help in clarifying below questions?

1) While filling the applications applicant is being referred, in my case I need to fill two of these forms for each daughter.
2) When I calculate the fees, there is no principle applicant, so fee for dependants under 19 is $150. Total would be 300 CAD?
3) Current processing times for dependants living in canada is taking 11 months to get the file number? is there any earlier way to get file number? because we need it for OHIP.

As far as I know dependent children can only be sponsored via OUTLAND application: http://www.cic.gc.ca/english/information/applications/fc.asp

If so, they will not get OHIP until after they get full PR status, and then go through 3 month waiting period.
Until then you should have private emergency medical coverage for them.
