Hello everyone,
I do have 3 questions,nothing serious.
1)am in Canada BC as from august 2013 till now,under a working permit
Which expires in 2 years,for a construction company,but i do have a cisco certificate in information technology (IT)I wanted to knoW is that possible to change my working permit to an IT company which is recruiting candidates?how to do that? What are the procedures?

2) am in Canada for mostly 7 months,and each month paying my medical insurance ,when am supposed to be eligible to apply for a permanent resident(PR) approximately how much time does it take to receive a PR from Canada,what are the procedures and how does this work?

3) recently I changed my closed working to another construction company because there's no work.but the problem is persisting the other company also doesnt have work.that's why I wanted to know is this possible to change from construction working permit to an Information technology field,while changing doing all this won't it cause any problem if later I have to apply for PR in Canada?

I think you did not read the CIC site. All your questions are answered there but I will answer it anyway.

Having a Cisco Certificate does not help in changing your work permit. But it will be an advantage to a a company that recruits/looks for a candidate with that background. The only way for you to change your work permit be that to IT or whatever company is to persuade a company to hire you and apply for an LMO. Once they get a positive LMO then you can start to apply for a work permit within canada. It is a lengthy procedure so it requires a lot of hard work and patience.

To apply for PR you need to be eligible. Look at these site for PR routes --> http://www.cic.gc.ca/english/immigrate/apply.asp
If you meet one of those PR routes then you can apply. That site will also tell you the requirements.

Changing work permit will not affect any future PR applications.
