It's on the website: http://www.cic.gc.ca/english/information/pr-card/apply-photos.asp
Specs are applicable for both the digital photo you upload with your eAPR and for the photos you submit at the time of passport submission.

Sorry for posting this on an old thread but the instructions say that the photographs must be taken by a commercial photographer. Can't I use the ones I already have?

Yes, if it’s less than 6 months.

The photos need to be recent, date stamped and taken by a photographer with the photographers name and address stamped on the back.

I will submit the ones that I have and mention the store that took it since it's within 6 months.
