After few months waiting, finally I received my PPR.

On the PPR, it states that I have to contact CIC immediately if one of the following conditions apply:

" You, the principal applicant, or any of your family members have been charged or convicted of a criminal offence."

As per CIC s definition,
Family members
An applicant’s closest relatives, in the context of an application to CIC. It is defined as a spouse or common-law partner, dependent children, and their dependent children.

My question is, do I have to inform CIC if my father has a criminal offence in Hong Kong twenty years ago?

No. Your father is not a family member in your application, so it is pointless to inform IRCC of his criminal offence.
