Normally PPR is after the background check and in rare case they may make additional checks after medical and PPR. The visa processing office takes appropriate decision according to each case. Even though there is common procedure for decision making, case to case dealing varies.
 
Dear Wilson please could u tell me about my status

I got this replay from JMR 25 Jan 2012, my Ecase Status Shows "We started processing your application on December 19, 2012."

"It has been determined that you meet the selection criteria for immigration to Canada and the next steps in the processing of your application will be taken shortly"

1) My Background check completed (Employment, Education)
2) When I received my MR
