YES..Where ever applicants have lived for more than six months, are bound to arrange for PCC.

Even if she is not the principal applicant? She is the dependant (the spouse of the principal applicant)....

Yes - she must provide it even if she's not the principal applicant. All applicants (both principal and dependant) must pass the security check to qualify to immigrate to Canada.
