Can someone finishing a diploma program in May apply for another 2 years program and a work permit at the same time?

Work permit will be issued only once.

if u apply now then once ur new study permit is issued this is void

You can only have one temp resident status in Canada at any given time (student, work, visitor). So you SP is void when your WP is issued and your WP is void when your SP is issued. Also, as already pointed out PGWP is a once in a lifetime thing, so you can never get another one or extend the one you have for any reason
