Post Graduation Work Permit!!!

Hi! Could someone inform me please of what a guy should do considering that he graduates from a private college in Toronto and as a result he cannot apply for PGWP??? What would the next possible option be? Apply under CEC? or find a job and apply through LMO with the employer?

Not eligible for CEC, no Canadian work experience. Needs approved LMO and then can apply for a work permit, in Canada if Study permit hasn't expired.

So basically if he wants to settle in Canada and immigrate permanently, there is no way to do it by completing a private college there... Through a public one or uni i believe that you could get a PGWP, and ultimately apply for CEC or PR, am i right?
