Post graduation work permit and spouse visa

I want to apply for a post graduation work permit, but I was wondering if I can include my spouse in my application with me. My spouse is outside Canada, and her visitor visa and student visa applications were rejected before.

She has to apply outside of Canada, so it will be refused straight.
