they say that to get a 3 years work permit you need to study in canada for 2 years, the official length of my program is 2 years. but thats 2 academic years, the total months i will study would be 16 months not 24 months. so am i going to get less than 3 years, this is confusion.

The two-year requirement is academic years (at least 8 months per year). So you'll be OK.

You mean he took three years PGWP after two years academic program (16 months of study)?

Yes that's what all the students with a 2 year program get even if they just took 16 months to complete it. It depends on you, you want to take full 24 months to finish it or take a few months break before the next semester.

What about a program with Co-op? For example, you have 2 years program (4 terms including one summer break). This program is 1.5 years of study (3 terms) and 0.5 year of co-op program (last term). In that case, is the co-op program counted towards 2 years academic program to get 3 years post graduate work permit?

Yes.
