Hey guys,

Currently I am in India and my PGWP has the remark 'TEMPORARY RESIDENT STATUS MAINTAINED AS PER R183(6)', so do I need a visa to enter Canada or can I enter Canada with my post grad permit itself without a visa ?

No. You need a valid TRV to enter. Your work permit must say at the bottom "Not authorized for re-entry".

A PGWP doesn't authorize entry into Canada. With that being said, you need to apply for a visa.
