Post grad work permit expiring

Hi.

I am on a post grad work permit that expires July 15, 2014. I am looking for a work now, and I can't seem to find one. I have NO full time, perm experience.

I want to apply for PR, which requires one year of full time, perm experience. I feel I may get a job in September 2013 or October 2013.

Can I apply for PR after my post grad work permit expires? If so, how's that?
