Hello,
We got PR visa (NS Provincial Nomination Programs) and will move to Canada in few month.
Since we received the visa I started to look for job in NS and in Canada. Unfortunatelly no jobs were found in NS until now (I know it's not easy when you're not in Canada), even no one of employers to where I sent my resume returned to me. However, in other province (ON) couple of copanies interested for me and asked me to contact them when I get Canada.
My question is: Will I be able to move to other provice without any issue? I have heard that there are programs that you have to live in province for sometime. Is it correct?

Why do you think NS nominated you? They expect you to at least start your time in Canada living, working and settled in the province. They may not be able to force you to, but if you don't at least seem to be starting out there, you may be refused "landing" when you arrive in Canada by the border services. It has happened before....
 
To be on the safer side, I would suggest you land in NS first when you arrive, be there for at least 2 to 3 months or so, and then move to other province with a proof to say that you tried staying in NS and applied for jobs. Have the proof of you job applications as well. Just to make sure that you tried and since nothing worked out, you moved to another province. So far there are no issues with PNP-PRs moving to another province that I have heard of. Some say there could be complications otherwise while you apply for your Citizenship. Somebody who lived in Winnipeg for 1 year or so, was fired and found new job in Toronto. New company asked him if he can move legally because he has PNP-PR and checked out his status. Everything was ok and he started to work. So I don't know how long I have to be in NS to don't have problems in the future. Is there any law?
Another case is the rental apartment. Will we be able to rent for 2 months?

I'm technician/engineer, working in printing industry - service/support for pre-press (CTP) equipment.

There is no law and no minimum time you have to stay. However, you applied stating that you intend to settle in NS and this must be true when you land as well. If you were to tell immigration when you land that you are not intending to settle in NS, they can cancel your PR visa and refuse to land you. This has happened to other people.

As for leaving shortly after you land, they have so far not been going after people who do that but if they start doing it in the future, you definitely do not want it to look like you did not intend to settle when you landed. This could be seen as misrepresentation and that can cost you your PR. Therefore, you should stay at least a couple of months so that if anybody ever asks, you can say that you at least gave it a try.
 
Agreed with what Leon says.

As of right now there is no penalty for not staying in the province that you landed in. However this does not mean that the laws cannot be changed to intorduce penalties at a later point (ex: when you apply for citizenship) so better be safe and stay for a few months in the province and make a good effort to find a job there

Do you know if it's possible to rent an apartment for short time (2-3 months)? And where is better to live in Halifax? We are looking for a quiet place nearby good high school.

One more question.
How will they know if i'm staying in NS or moved to other one. Are there any records? What will happen if I come to NS, stay for 2 weeks and then move?

If you read my reply from 2 days ago, you see that I say that they are currently not going after people who leave their PNP province shortly after landing. Therefore, it is unlikely that anything will happen if you leave after 2 weeks.

However, if they decide to go after these people in the future, they could question you any time why you aren't living in NS and how long you stayed in NS after landing. This could possibly happen say if you apply for something from immigration and give your address as not in NS or it could happen when you apply to renew your PR card where you will list your complete address and work history for them to see.

If they do decide to do this in the future and they find that you left NS after 2 weeks, they could accuse you of not having had the intent to settle in NS when you landed. Having gained PR through PNP based on your intent to settle in that province, you would have misrepresented yourself if you landed without having this intent and misrepresentation can lead to the loss of your PR.

Just do it. If you have stayed in NS for 2 months, you can at least say that you attempted to find work.
 
Hi sab,

Clayton park is the best place to live in Halifax, with respect to schools. The Parkwest school and the high school next to that are really good. You'll have to live within the school perimeter to get admission in any particular school. Check with the apartment people before you sign a lease, also check the school website if the address falls under the school perimeter. You can negotiate with apartment people for month to month lease, tell them that once you get a job you'll confirm the lease for an year. Also check for subleases. Check www.kijiji.ca for apartments. For jobs, check in Careerbeacon.com and Indeed.com for Halifax local jobs. Technician jobs are always in demand. But they would want you to meet in person, for interviews.
