Possibility of getting PG diploma admission

Hi I completed my B Tech in electrical and electronics in 2011. I had 14 backlogs before completing my graduation. Now I am looking for pg diploma courses. I just want to know there is any restrictions for getting admission because of arriers in UG. Pls give a write opinion about . Some of the agencies u are not eligible to study in canada. So kindly give the right solution pls......
