I moved to Canada before i turned 18.
I am currently apply for permanent residence.
Do i still require a police certificate from my country of birth.
I know it is definitely required if you moved here after 18. Not sure of before 18.
Any one ever gone through with this?

Lots of people have been in the same situation. CIC's response has been inconsistent.

You have 2 choices - write a letter of explanation as to why you have not included a PCC for your country of citizenship (you may think it is obvious, but you have to upload something). And then hope CIC accepts it (if they don't, CIC could either return your application as incomplete, or put your application into processing and request the PCC, but you won't have a lot of time to get it).

OR - you could just get it anyway, and avoid any potential problems.
