hey hi jyoti, i think u dn't need police clearance... bcaz whenever any foreign embassy asks you about police clearance then only u ve to provide it...if it is needed, they give you the letter which describes the need of police clearance... without that latter police will not provide u the PVC (police verification certificate).......
