Police clearance: under which ID?

I lived in the Dominican Republic and had a residency card and local ID number which have now expired (I moved out in 2012). Now that I need a PCC from the Dominican Republic, should it be issued under my current valid passport or that old expired ID number?

Legally for the Dominican Republic, it does not matter which one I use.

According to the info provided on the IRCC website, you need both.
