i had stayed in Glasgow for 3 years . initially on student-visa then on post study work visa .At present living in India. I think i need pcc from Glasgow { Scotland} . kindly suggest whom to contact to obtain pcc. how long would it take to get any response . If possible forward me link .

My advice from experience, is to not use ordinary mail for return of your PCC. I used standard international mail and it never reached me and had to request an additional copy after 3 weeks past since they dispatched the cert. and requested them to courier it. It is more expensive but at least you can track it.

It is one of the most easiest to get. And came back (we opted for Mail with tracking) in 15 days. Opt for URGENT. Costs more but is worth it if you are short of time. And off course courier is always preferred method.

If you download the application form it contains the instructions, follow them.
They provide a phone number that you can call for any questions that are specific to your case.

based on the fact that the application form asks whether the applicant has lived in Scotland and to provide addresses in Scotland, I think ACPO does cover scotland. Check out the application form on the website, it has all the info. u require.
