I have received ITA for PR application. I have US and India's PCC from 01/20 - Should I be using these PCCs or do I need to apply for more recent ones and these are 8 months old?

Do you mean 1/20/2019? If you have not been back to either country since you obtained those, then they are still good.

For current country of residence, it must be less than 6 months old.
For past country of residence, it must have been issued after you last visited/lived in that country.

Yes I meant 1/20/19 as the date when I got police clearance certificate from my home country which I have not visited in over 3 years; 1/20/19 for the country I am living in.
