Its very simple.
On Passport website u will get one form for PC Certificate.
Take its prinout and fill the form. Go to your Passport Office and submit your Oroginal Passport with the Form. Fees would be Rs 300/-
On the same day in evening u will get the PC Certificate.
I have done this from New Delhi.
