Hi,
I have been in Canada since 5 months after I turned 18, after that I have visited my home country India twice for 2 months and 3 weeks respectively. Is it necessary to get a PCC from India?
 
Reason I'm asking that is because my IELTS expires Mar 28 and I'd like to apply eAPR by then, if possible as I have CLB10 currently. Can I submit this later in my application?
 
The 5 months after you turned 18, where did you live?
 
PCCs are needed for countries you have spent more than 180 days in total. 2 months + 2 months + 3 weeks is almost 6 months in India. Just get your Indian PCC.
 
Looks like I'm gonna need it after all, cumulatively I've been in India for longer than 180 days

Then you definitely need one. Same for any other country. It's 180 days in total, not in one stretch.
