I understand that the expiration date for a police certificate is 12 months after being requested/submitted. Now if the 12 month period ends soon, should i resend a new one without it being requested or just wait in case they request a new one or not?
 
Not sure where you found that information, but CIC changed the rules regarding PCC expiry about a year ago.

They must be issued within the last 3 months, if you are still living in the country from which it has been issued.

For those from countries where you have lived previously, they must be issued after the last time you lived there ( and they no longer expire).

I'm not sure where i read it before but looks like I was wrong after all. But since it's expiry date is for 3 months (in the country where i reside) then there's no point of resending a new one without a request.

I think i explained my point wrong.
The certificate must have been issued no more than three months before you submit your application.

My point is, once the certificare is submitted when it was requested by CIC (submitted new when it was requested) will it have 12 month expiry date during processing before they request a new one or 3 month?

As long as CIC receives the PCC before the 90 day expiry date, you're fine. Once it's in CIC's hands, the expiry date is not an issue.
