Residents are where your Permanent Address is. My Permanent Address is in Delhi, so I should apply from there only and I haven't lived in Hyderabad for that long anyhow. Moreover I'll move to Delhi in Jan when my company opens their Centre in Gurgaon. Nevertheless applying from Delhi is much more easier.

To support what Stanlee said my brother-in-law just got their Canadian PR in August and they applied from Passport Sewa Kendra in Haryana!

There are people from Hyderabad who got PCC from PSK (after the update that you are referring to was mentioned on CIC site), got PPR and landed in Canada last week as well.

Good to know. Good that PSK PCC still works.
Its much easier to deal with RSK than local police.
