When I prepare for the immigration, I gethered police certificate from Germany and US on Feburary, when all the file is ready, I send it to Buffulo last month (just within 3 months of issued police certificate) and it turns out that I have to send it to CIO first. Now my certificate is just more than 3 months, do I need to have a new police certificate? Thank you very much for your kind reply!!

Yes, according to the rules - but it all depends on visa officer - If I was in your place, I will start working on the PCC again just in case.

Thanks a lot! But it said that the by the day of submission. Im my case, can I consider the first submission time to Buffalo?

If you sent it to the wrong place, it is not even submitted yet, therefore when you send it again to the correct address, just sent a co ver letter explaining the situation - I not sure where you are but if you are in the US, it is pretty simple to get the FBI report - I am not sure about German. Initiate the process of getting them again and line up all documents and wait for their reply sfter the new submission. Rest is up to you.

Thanks a lot for your prompt reply. The situation in my case is that when I prepare the document, the instruction said I have to had all the document and sent to Buffalo, I prepared all the documents and send to Buffalo. But the CIC change the process from the April 1, 2009. I have to send some document to CIO first and then they will give me an number and then I can send all the document to Buffalo. I have send the documents to Buffalo and they stamped the date of received and send it back to me. My certificate is vilid at the stamped date. I am in Canada now. It will take time and effort to get the police certificate from Germany and I have to have someone translate it. Do you think it will work if I write the cover letter accompany with the original document that have stamped date on it will do? Thanks again!!

Yes, cover letter should work assuming they just changed the process and you mistakenly sent to the wrong address.
