does anyone know anything about police certs from the UK? they require an endorser, does this person have to be UK citizen or PR, can they be foreigner?

The endorser does not have to be from the UK or a UK citizen. It could be anyone from any part of the world provided he/she belongs to one of the professions mentioned on the list of endorsers and has known you for minimum of 2 years.
