Police Certificate (Notarized copy)

My friend has resigned from his post in Kuwait since a month ago and will not be able to go back to get a new plice clearance certificate.

Is the original certificate really required or is a notarized true copy enough for the IO? Provided that there is a letter explaining why the original certificate is not included.

I think original PCC/FBI CC should be provided even though notarized/copy ones are fine for other documents like transcripts/degree certificates etc

I dont understand. Why dont you use your old original police certificate (the one you are going to photocopy and get notarized)?

The original was already submitted to the previous employer as part of the requirements to receive his end-of-service benefits. Now that he has left Kuwait, he is not sure if it is still possible for him to apply for a police certificate. That is why he is hoping that a notarized copy would suffice.
