My wife is a Chinese citizen and Canadian resident, and is preparing an application for Canadian citizenship. She spent over 183 days in China for an internship and so must provide a police certificate. Her problem is that when she left her hometown to go to Nanjing for university, she transferred her hukou to Nanjing, thinking it would be easier if she decided to live there. After we married and left China and came to Canada, she didn't think to transfer her hukou back from Nanjing to her hometown. There is an expiry for a hukou after two years of not residing in the same location as the hukou, and now her hukou has expired. Her father is trying to get her a police certificate, but neither the public security bureau in her hometown, nor in Nanjing will accept her father's hukou, since it is in a different location from her last hukou, and he cannot retrieve her hukou from the government, since there is nothing to prove he is her father (since the hukous are two different locations). Even if she were to go in person, her hukou has already passed the two year expiry period, since she has not lived in Nanjing for four years. Basically, she does not have a valid hukou any longer, anywhere in China, and therefore cannot get any police certificate.
What would CIC need in terms of documentation to prove that it is not possible for her to obtain a police certificate from China for her citizenship application?
