My wife became a permanent resident on March 17, 2014. She was not in Canada at all until that date. We are now filling out the documents for her citizenship. In the document checklist, it says "Original police certificates or clearances from each country where you were present for a total of 183 days or more in the four (4) years immediately before the date of your application."

This is only if she was outside of Canada during this time, correct? Does she need any police certificates from Canada?

If you applied today, then from March 24, 2014 to now, was she in any country besides Canada for a total of 183 days?

From the guide

Within the last 4 years, if you spent 183 days or more in another country (other than Canada), you must provide a police certificate. You must provide a police certificate for each country where you spent 183 days or more. If you cannot get a police certificate, tell us why.​

Emphasis mine in the above quote. No PCC from Canada is necessary; IRCC will contact the RCMP directly.

The last four years are (assuming you're filling out the form today) 24 March 2014-24 March 2018. If she has visited (or lived in) another country for a total of 183 days or more since 24 March 2014 you need to provide a PCC from that country. If she did not, then you do not.
