Hello,
I just received an online copy of my report stating that my qualification is equals to Canadian bachelor degree. Can I claim 23 points or 22?

Impossible to say since the score isn't calculated from the overall band - but from the individual IELTS category scores.

I want to apply for NOC 1111 ( Financial accountant or auditors). I have done MBA in Finance from university of Karachi including my 2 yearsof B.comm. My overall years of education are 16 years which are equals to Canadian bachelors degree as per the WES report. I have two years of experience of working as an accountant in a registered company.I have done my IELTS with 7 bands. So am I eligible to apply for the FSWP in the NOC 1111 catagory?

You need to do a self calculation of your total points. Other factors such as age, adaptability are used in calculating your overall points standing. you need a total of 67 out of a hundred. a masters will give you 23 points for education and two years experience will give you 13 points. So far you have 36 points. you need to decide what you want to do because the last day for the current program is december 31, 2014
